Your address in this game is city 680, and it comes with neighbours. Some of them are faction tags you have never spoken to. None of them are your opponents — the city is scored as one, so a faction that shares your city is on your side whether you like them or not. That single fact is where every rule on this page comes from.
The faction next door is not a rival
In a City vs City the score belongs to the city. Three cities are matched against each other and every faction inside one of them is pushing the same number up — which means a faction in 680 can never gain anything by taking something from another faction in 680. Whatever it took, the city still ends the round with the same total.
So a tag you do not recognise, sitting on a tile two squares from your mansion, is a teammate you have not met. Treat them that way before you ask anyone whether you may hit them.
The city asks you two things, and both are short
There is no long city rulebook to learn. Living here well is two habits:
- Do not attack the names on the NAP. That list is agreed between factions and it changes — the next chapter explains where to read the current one.
- Respect tiles. Do not hit them, do not race for them, and finish the ones you start — chapter three has the four rules and what breaking one costs.
Everything else on the map is ordinary play. The city does not ask you to clear your targets with anybody.
You report a breach. You never answer it
When someone breaks a city rule — theirs or ours — the only correct move is to tell your R4. Send a screenshot with the timestamp visible if you have one. Then let it go.
Punishment inside this city is handled by the R4 of the faction the offender belongs to, and by nobody else. Hitting back turns one breach into two, and the second one is ours. It also hands the other faction's R4 a reason to protect their member instead of correcting them, which is exactly the outcome you did not want.
A war changes the map, not this page
During a Governor War you are on a different map, with different neighbours and a set of rules that arrives with each war rather than living in a book. The city rules here describe city 680 in normal times.
