That is the whole rule. It does not scale with your account, it does not pause because you are not fighting, and it is small enough that nobody has an excuse — which is exactly why it is noticed when it does not arrive.
This is not the bank, and the two do not cover each other
The bank takes four kinds of RSS, once per window, and the window is tied to GW. Faction Investments take one contribution, every week, tied to nothing but the calendar. Doing one does not excuse the other, and doing double in one does not buy you out of the other.
