A faction that writes rules and never charges for them has a wish list, not a rulebook. A faction that charges without saying the price first has something worse. So the prices are here, in the open, before anyone owes anything.

What it costs
Below the FCU floor: 10M diamonds for every 100 points
A straight rate, applied to the gap and nothing else: 200 points short is 20M, 350 short is 40M. The floor itself and what counts towards it are in The events you cannot skip.
Breaking a tile rule: 10M diamonds
Hitting a tile, racing someone to one, leaving one half-taken, or taking a diamond 5 without QR. One price for any of them, because from the faction's side the damage is the same: a fight nobody chose, or a seat nobody could use.
Who charges, and who never does
Only an R4 charges anything
The R4 of your shell is the only person who decides that a rule was broken and what it costs. Not the R5 of another shell, not the member who saw it, and not the person who was hurt by it. One door means one standard — and it means you always know who to talk to about it.
You never charge anyone yourself
Seeing a rule broken makes you a witness, not an officer. Tell your R4 and let it go: hitting back, arguing it out in faction chat or deciding what someone owes is a second broken rule on top of the first, and it is the one the faction actually loses people over. The other consequence, and the way out of both
Being moved to R2 is not a fine
It costs nothing and it is not a punishment being served — it is an R4 telling you that something has been off long enough to be noticed. The two are separate: a fine can happen without a demotion, and a demotion without a fine. The ranks has the rest.
Say it before, and there is nothing to charge
Work, exams, a trip, a bad week — none of that is a rule broken. It becomes one only when the faction plans a war around someone who was never going to be there. Post an absence with /absence in the Discord, or tell your R4, and you are out of the chasing lists for that window.
Nobody is fined for having a life. People are fined for letting the faction find out too late.
A rule with a hidden price is not discipline. It is a trap.
